I thought all BLR's have been made in Japan since early 70's, so not sure which version you are speaking of. But I believe most have two screws securing the front ramp.
I 'think' that the front ramps for larger calibers may have been soldered on due to barrel thickness / thread depth limitations. That's how the ramp on my .358win appears to be attached.
