I use small base dies for mine for getting 1F military brass to chamber (308). Most commercial 1F brass will chamber ok with a regular FL die.

i have a blr in 30-06 .
with brass not fired in this rifle i use small base dies to fully resize the case .
with brass fired in this rifle i use " normal " dies and only do a 2/3's neck size .
i i also cycle all my reloaded ammo though the rifle at least once to make sure it functions properly .... once in a while you get one that doesn't feed right , better to find out before you have to depend on it cycling properly .

In my 308 blr I used regular dies but the first few reloads I did were a little hard to chamber till I discovered that my dies were not quite all the way down on the shell holder. After I adjusted them the reloads were fine, as stated before you will have to try regular dies before deciding if you need SB dies

With my BLR the reloading/resizing issue was not case diameter, but rather shoulder (head spacing) length. The guys at RCBS said send it along with some brass, but rather than waste my time with that process I decided to just grind a couple of thousands off the shell holder and 'voila' no more chambering issues. My BLR chamber is so close to 'no go' spec that the RCBS wasn't quite pushing the shoulder back far enough. It should have. Small base dies would not have helped in this scenario obviously. I am slowly converting all my RCBS dies to better ones. I will never buy an RCBS die again as every time there has been any kind of sizing issue with any of my brass/calibers it has always been with their product. What do I like? Any other brand.
Yup the best way is to try it. I have even seen a bolt action that required sb dies. Not to common but can happen, all this stuff is built with min and max standards. The blr 243 i reloaded for didn`t require sb dies.

I have 4 BLR's and I do not require small base dies for reloading any of them. I was using RCBS dies for the 257 and was having some issues, now that I have switched to LEE for all my dies all is good. Try what you have and see, just a remember not to push the shoulder back to much. I have found this an issue with the 243.
