As long as the purchaser in a province that has restrictions on who can possess body armour can prove to the seller that they are either exempt or possess a Body Armour Permit they can purchase body armour. No provincial restrictions then no legal reason why body armour cannot be sold to anyone. In this case it is up to the seller on who they sell to.
 
This no longer applies to lvl III or IV armour. It is a controlled good and a controlled goods license is required for its sale.
