after the final round is fired in my SKS with the tapco mag (not sure if it did this stock), the bolt does not stay in an open position.. should it? if not what could be the issue? i can manually keep the bolt open without a mag inserted by placing the bolt open lock thing to the up position and releasing the bolt onto it.

Hmmmmmm I know for a fact that my buddy's with a 20 round tapco and an ati stock stays open after last round fired.. and yes... it does stay open on an all original SKS. I'm thinking that your mag isn't fully seated even though it looks like it is... and if all else fails Try putting the original magazine back in.The tapco mag might not have the vertical extension that holds the bolt open.Compare the two mags side by side. Make sure when you're installing the magazine, you have the bolt pulled all the way back.

The follower in the tapco mag should be engaging the bolt hold open. Is it stiff or weird when you manually engage it?

it does if i load the mag empty, but if i load it and shoot.. after the final round it says closed.

edit: i can slide it up manually and it springs back down.. doesn't seem stiff or stuck

i highlighted on this photo where i cut/sanded to get everything to work.

Mine did the same on a 54 izzy. I relieved a little stock material as it was just putting a little pressure on the mag lips causing the follower to not come up all the way and lift the bolt hold open latch up.
