I borrowed this picture of a Ruger American bolt from Hitzy
I have a similar one.
As you can see it's not as smooth as other bolts. The tool marks make a zippy sound when rubbing against the action.
I tried to polish it with 400grit sandpaper with very limited success. The steel seems rather hard.

Is there a way to polish this bolt that doesn't need machinery (save for a Dremel) and doesn't take days?

Yup, some emery wet/dry sandpaper and some oil and some elbow grease. Probably start with 400grit then some 600-1000grit depending on how. Polished you want it.

Some good emery paper in a couple grades , finished with a buffing wheel polishing will have it looking like chrome.

thanks everyone for the suggestions
I haven't started yet
I'm trying to find some emery cloth that's cheaper than the bolt itself

found some automotive emery cloth that came in coarse, medium, fine (perhaps that's a 400)
this is what came off it after one hour of toiling:

Next I might want to polish it with the dremel or maybe jewel it.

400 grit is way too fine to start off with...
It still looks a little lumpy... hardware stores sell sheets of wet/dry paper in various grits... get a sheet of 220 grit, cut it in long 1 inch strips and have at it like you are polishing shoes... when it looks good - do it with 320 grit... no more is needed...
