bolt won't close

I got a new mosin nagant M44 from SIR. I cleaned it everything. I have a problem to close the bolt. I try to put empty case and it doesn't want to close. It just go halfway. Without case it will close. I don't want to put a regular cartridge(live ammo) at home and play with it. Any imput would be appreciated.

Is it a case that was fired in another rifle. Has it been resized? Can you take the firing pin out of the bolt a chamber a live round?
 
you'll have trouble closing the bolt on a case that you put into the chamber.
it is designed to feed from the magazine,
what you're trying to do now is manually snap the extractor over the case rim.
 
Nagants were not designed to load from the mag like a mauser action and will close with a live round from the top of the mag. Your problem is that you are trying to load a fired cartridge into a chamber. The brass has expanded from being fired
and if you do manage to get the bolt closed you will have a very tough time getting that brass back out of the chamber!!!!

Best way do do it is to make yourself a practice dummy with an UNPRIMED resized case capped with a bullet seated to the proper length.
That will permit safer practice. Paint it blue with a Magic Marker.

either that or reseat a bullet on a spent casing and leave the primer in
 
As everyone else says - fired cartridges are bigger than unfired. When I didn't know this I jammed a fired .303 brass in my first enfield, took me 15 mins to get it back out.
