I very much doubt that it would have anything to do with the CSA. It is very European. Some CSA revolvers had brass receivers.
Belgian guns are invariably proof marked.
Interesting piece. Probably would bring a higher price that a comparable steel revolver.
 
Have your friend check the gun with a magnet, from the picture it doesn't look like brass to me.
If it is brass it may be a special display piece by some maker, the grips are way nicer than most for this type of pistol.
 
A very interesting gun. It does look Belgian, I have a French gun that's similar shape. (Not brass tho). The brass was likely all plated when built. It looks to have traces of silver in the tight spots. She would be a handsome old gal, ivorys,fire blue, case color, and silver.
 
As I understand it the pinfire calibers were small and weak. And of course all of them were loaded with black powder that tends to have a lower peak pressure. So a gun made entirely of the brass alloy known as "gunmetal" isn't out of the question. Even so it would have been a carry piece for self defense as opposed to something that would be used for sport or by a soldier. And given the ivory and engraving I'm thinking that it was intended for a lady's piece to be carried when traveling through areas of questionable reputation.

BCRider's theory makes a lot of sense. Especially when you look at the Civil War history of the Confederacy using brass framed 36 caliber revolvers for army production as one example.
This pinfire handgun might have been made during a time of war and better iron and steel might have been reserved for military production only.
Best to have a brass framed revolver versus none at all?
