Bore Butter

On the WD40/rubbing alcohol: WD stands for water displacing, not water removing. It's good and I use it but not for trying to remove water from the bore. (*I'll note BB isn't used for this purpose either. BB is a lubricant)
I used to clean my smokepoles with kettle hot water and soap...and got rust. Never again, I use a clean and dry bore, lubricate every round (BB) to keep fouling soft and when I clean it's with solvents no more water.

If you're dead set on water ('cause that's the way the old guys did it. {I'd suggest they'd have used solvents if they had any}) try methyl hydrate (alcohol, wood grain {cheap}) to REMOVE water from your bore. It will evaporate not only itself, but any H20 as well leaving everything bone dry.
