A guy brought an 88 to me about 15 years ago with a similar problem. I annealed the drive end of a 7/32 drill bit, (might have been 13/64, can't remember). This got brazed to a 1/4" rod and carefully trued. The bit then got electrical shrink tube applied to about an inch back of the tip. Once most of the bullet's centre was bored out, it tapped back toward the action quite easily.
