For years I have been using a punch and hammer to move my pistol sights. This technique seems to have two sizes of movement - too much and not quite enough.
I broke down and bought a pusher I saw on ebay. About $50 from a dealer "warchild3069". He makes these himself.
It is a solid steel frame with a clamp to hold the frame and a moving bar to push the sight. A wrench or socket handle gives the leverage to move the sight.
It is easy to move the sight exactly as much as you want. I used it to move the rear sight on those CanAm Norc 1911s that seemed like they were Loktited in place. They popped loose just fine.
For a 1911, the rear sight can be adjusted without removing the slide from the gun. Just rack it back and stick it in the tool. For front sights, the slide must be off the gun.
It comes with a piece of shim stock use when using a slide not as tall as a 1911. A nickle coin or two will also work as a shim.
My only regret is that I did not buy this ten years ago.
