In-store pickup isn’t an option anymore through the online store?
In-Store pickup is an option, if your billing and shipping province is Ontario then you should be able to select "In Store Pickup" in the shipping method section. If it doesn't popup try refreshing the checkout page several times.

I’m just trying to purchase a sticker draw ticket. Used to be an option but I refuse to pay $25 shipping for something I’m going to say keep it please I just want to pay to put my name in the hat
If you only add sticker ticket to the cart, there should be one extra shipping option called "Sticker Shipping (Free)". If your cart contains other products except for the sticker ticket, shipping will be charged for non-sticker products but not for sticker ticket. See screenshot below:
