Breakdown of M1 Rifles for US Army/1940

Gentlemen,
WW2 has already started. Here is a complete Breakdown of needs for the M1 Garand Rifle. PMP stands for "Protect Mobilization Plan" that the US had. Again NOTICE numbers of M1 Garands needed for these other units. It seems like the M1 Garand Rifle would be about 1/3 of a Units total arms issued. However, this file is from 1940 and things really start to happen at SA after May 1940. Anyone know what happened then ? What 's your input on these numbers.
