That kind of upper can be easily redesigned at the rear end with a push pin.

They all use AR FC this means they all have the same firing pin height for the AR hammer to swing onto. This alos means the distance between the hammer and the breech are pretty much the same if you think about the relationship amongst all the guts.

The easiest thing is to ask IRG to resurrect their NR18 lower which has a FRT already, and slap a modified version of this upper on top

Wouldn't the easiest thing be for IRunGuns to simply acquire one, mount an 18.5" AR Barrel (with a taper-pin "trough" drilled in the top of the Barrel for the Gas Block), and then send it to the Special Services Section for classification? Surely the Upper and Lower Receivers are sufficiently different from an AR15, as is the the Operating System, that a pre-C21 NR classification is almost assured. If C21 comes into force before the rifle receives its classification, then all bets are off, of course, as the "Evergreen" provision for future design prohibition will kill any such design. The window of opportunity for this approval and import process may be relatively short with "the Lab" being the longest (and most unpredictable) element.

Given the imperative for rapid importation and submission to "the Lab", why would you want the entire hassle of trying to get the manufacturer (who is just starting out) to modify their Upper Receiver for the Canadian Market when such a process is most likely unecessary? And the NR18 Lower is seriously "fugly", so would have to undergo a massive, external redesign to satisfy the potential market for a FAL/AR hybrid. And on and on it goes. Just wondering why you would say that? Is it all a result of wanting a Rear Take-down Pin in lieu of the FAL-style lever? If so, I don't think that the juice is worth the squeeze.
 
They way greentips suggest IRG would be able to import as soon as modified upper is available from manufacturer - i.e. months if businesses are interested in this.
They lab way could take..... well, if I'm not mistaken we have some firearms sitting in the lab 8 years already and no conclusion yet. The Lab could also go all the "RPD" way, making mods and manufacturing new parts... There is no oversight for what Lab is doing.
