The follower should swivel to self level with the rounds as they're pushed up against the feed lips. It looks as though the plug may be stopping that and whoever installed it should go back to farming.
Look like the follower pin is stiff, try to move the follower by hand a fews times to loosen up things. A pic from right side would show if the pinning is done right.

i'm betting on whoever installed that plug welded the follower to the lifter arm thing at the same time, can you see that it's been welded together where it shouldn't be?
Is there a weld? Mine like that is held on by a lengthened swivel pin. It was kind of tight at first but was still able to move and loosened up/got better with use.
Never seen a plug welded on the bottom either ?
