Broken RCBS .223 decapping pin/can't get old pin out

I have replaced pins on larger RCBS dies but having trouble with this .223 die. What am I missing?

This is all I found when I took it apart and I can't get the bottom piece off to get the pin out, just seems to turns with no results.

The pin has a head on it, unscrew the expander to remove it
