Asking Brownells *is* the platinum standard.
Based on my experience, it would appear that scope rings and rails are not considered ITAR-controlled.
It's very crude, but the general guideline I've seen on what is ITAR-controlled seems to be along the lines
(If it was a part of or a replacement for an original part of the rifle as it was shipped from the factory,
it's probably ITAR-controlled.)
