Hi I am building a custom upper, I would like to order parts from Brownells . Is there anything which is restricted from being imported ? There is a $250 export fee , when is that applicable? If I order the parts for the complete upper with barrel hand guard etc , do I have to pay any special fee? Is this a straight forward process or RPITA not worth the hassle?


My understanding is that if I keep my order total under $500, I should be good?
 
When I ordered a Lone Wolf conversion barrel, they forwarded me the import paperwork. A $250 one-time import licensing fee was enough reason for me to cancel the order. If I did proceed, there would have been several pages of documents and declarations to complete, followed by a wait for approval.

I now keep it simple, orders under $100.00.

It depends on exactly what you are ordering as to weather it needs an export permit or not. For the most part, anything that's NOT exportable has a "Not available outside the USA" warning on the item. But as far as what needs an export permit, major components seem to be the ones, things like handguards (some do, some don't, Geissele handguards do require export permits for example) AR bolt carriers and bolt heads, barrels receivers (upper and of course lower) and trigger components usually need an export permit.

Buttstocks are usually okay, pistol grips are usually okay, optic mounts and accessories are usually good. Gas systems parts and gas blocks are usually okay (as are safeties)

Keep in mind, with export permits and dollar value what it is, unless there is something very specific you want, it's usually easier to order from Canadian vendors, like all the advertisers up top.

I've spent thousands of dollars at Brownells, usually for small parts and accessories that Canadian gun shops don't have.

Also, you can check out Rainier Arms and Canadian Tactical Cowboy Supplies, as well as IRunGuns (both sponsors here) as they have a once-a-month export deal, so you can generally get a whole bunch of stuff exported through them, and they save on the export permits by doing it in bulk.
 
Frequently order from Brownells. Orders to Canada has a $500 max limit before a FFL is required on identified items. Some things "Can not" be ordered. Here is an cut and past from an email I received from an order to them.

"Dollar Value:

An export license is required by our Dept of State if the value of the gun parts, pistol or rifle, listed on a purchase order is $100.00 USD or more, either collectively or individually. Regulated items regardless of their value are required to ship under an export license. Regulated items include: barrels, barrel liners, actions, receivers, frames, cylinders, bullets and brass. Our Dept of State is not allowing for the shipment of items they have deemed SME, Significant Military Equipment. SME parts are: high capacity magazines, flash hiders and suppressors and some collapsible stocks."

Once your order frequency increases it appears their delivery time drops as it takes just under two weeks to my house. Great to deal with as are many sponsors of this site.

To add to this, orders from $100.01 - $500 just needs an End User form filled out and emailed back. Simple to do.

The U.S. federal government was willing to exempt Canadians from the restrictions of ITAR but the Chrétien government vetoed the exemption.
 
Just got another happy order from Brownell. Ship on Aug 12, arrive to Wet (previously) coast on Aug 20, 6 working days. Very impressed with Brownell, USPS and Canada Post.
 
read the browells thread in legalese. its very detailed , NZA did a good job on explaining all the stuff. Brownells recently had to up the permit fee from $10 or 3% of total value up to the standard $250. I believe this has something to do with how they were tier and now they are in a different tier so up goes the permit fee.

Long and short of it is, Frame/Receiver, Bolts, Muzzle devices, scopes, barrels all need an export permit regardless of its value. Other stuff such as gun components has a maximum of $500 limit. Regular gun parts may or may not have a dollar limit.

if its under 100$ no matter what it is, you dont need any paperwork whatsoever.

i recently ordered a daniel defense bolt, 60usd, no paperwork needed, got it at my door in 4 days.
 
Let me get this straight. If the price of a bolt is $99,its kosher. If it's $101, it's haram?

Under $100 and you're good to go with no paperwork. eg End User Form which is simple to do. $100.01 and you have to fill it out. I know because one order of mine was $100.04 and they wouldn't ship it so I called them and they fixed it for me by giving me a discount on the item to get it under $100.
