Browning BAR ShortTrack 270WSM accuracy

Sorry if it is an insult, but you guys might have an expert opinion about this:
I tried to sight in my Browning with the 270WSM Winchester Silvertip factory ammo. It seems it shoots approx. 3-4 MOA. (6-8 inches @ 200yards). I noticed that mostly vertically stringing but sometimes there are huge horizontal fliers. (so most of the holes are under each other and occasionally god knows where)
So what is the most likely reason of this?
If you are familiar with this gun:
If it is the ammo do you know which factory ammo they like most?
What is the potential/expected accuracy of these guns?

Browning Bar = buy a box of every 130, 140 and 150 grain factory ammo made and see what the gun likes best!!

Or reload your own and find the sweet spot.
Mine started out 2 -3 inch groups @ 100 and I reloaded my own and it is down to 1/2 - 1 1/4 inch groups, using 130gr Nosler ballistic tips.
 
It is a semi-auto, so the gasblock is in the middle of the barrel and the forend attached to it, so it is always "touching" by design.

Is it normal that rifles shoot 2-3 inches groups @ 100 yard? (maybe just I have extreme expectations reading here that almost every rifles shoot 1/2 MOA)
