I’m considering lopping off a newer Browning A5 barrel down to maybe 23 or 24”, in stock form these guns are way too long. Anyone recommend a smith who can cut barrel and rethread the DS chokes…and do it well! No bubba hacksaw stuff.

There are likely barrels available on the "used" market.

They made different length barrels for them, as well as rifled barrels. Not all of these barrels were made by Browning, so you may find an aftermarket bbl on Ebay or some other site.

The A5s were popular, and different versions were made by Remington, and maybe others.

I've seen them with Coutts Compensaters, adjustable chokes, and threaded chokes.

Do some googlefu, very likely something will come up, you find desirable.

Where can you find the barrel in Canada? I was looking for one to get it chop down to 18.5 inch, really love that in short form.

I don't know about the chokes, but Casey at TacOrd does a lot of excellent work on shotguns.
