This is them, not generally. New York is not exactly known for the laxity of their gun laws in fact I'd say it's easier to own a handgun in Canada than in NY, although they don't have the barrel length and calibre restrictions. Essentially they have a local monopoly.

There are other US dealers who will export to Canada, BGC is unusual in that they are so close to the border and are willing to take the gun to the POE, which removes all the complex shipping arrangements, having to use a Canadian dealer, etc.
