buffing feed ramps?

I'd be VERY careful on that Viking. The ramps in this case need to not only lift the nose of the bullet but also steer it inwards into the mouth of the barrel. Anything that does more than make it shiny runs the risk of deforming the ramp and ruining the feed for ALL shapes of bullet.

Ideally the gun should go to whoever is the Viking service contact for the work. But if you insist on doing this yourself you're not looking to polish anything. You're looking to remove a very small amount of metal in one specific spot to let the nose of the bullet slide over the obstruction that should not be there. So it calls for a suitable tool instead of an overall polishing. Such as a small diamond burr to smooth out the offending spot so it looks like the other side which does work.

What I'd suggest is coat the ramp with some felt marker than force a jam. Study the extent of the mark where the nose of the bullet wears off the felt marker. You may need to remark it a few times until the jam occurs. Or if you can see or feel where the nose catches that's another option.

I'd also use some very fine sandpaper such as 400 Wetordry silicon carbide paper and smooth off any burrs or very sharp edges on the magazine lips if there are any.
