Build and registration questions on AR

Alright here it goes, I am planning to either buy a complete AR or build one. Currently waiting on my Rpal process, sent it in, they have received it over a week ago. I know the wait is around 28 days for them to change status or see a status online and x amount of days afterwards to process and so on. I want one for target shooting, most likely an SBR. I am in no real rush to build it and cost wise 2g’s minimum for a build if I can get all the parts together.

On the other hand I really like the DD MK18 mil spec. I have looked at most of the sites here and all seem to be out of stock at the moment. There are some other options in the SBR i have seen and could go that route too. Reason I was thinking of building one is I think I would enjoy it more knowing I put it together.

Question 1- In the meantime can a guy buy all the parts except the (stripped, or complete) lower with just my PAL?

Question 2- Say I do build and complete the Rifle, how much of a pain in the Butt is it to register it, what and how is the process. Do I compose a list and send in, or just the upper/ lower configuration?

Answer 1. You can purchase all of the pieces for your build without a PAL, sans the stripped lower. This is the serial # portion that is considered the firearm.

Answer 2. You call the CFO and answer her questions on the make and model of the lower along with the serial #. She will also ask the caliber, length of barrel, how many shots ( don't feel this is a trick question, just answer 5) and where you purchased the barrel. They will place you on hold and check if the info is on the "firearm reference table". If it is they will send you the certificate in the mail. If it is not your request will be sent to a tech for an amendment certificate. That will take longer.

Easy peasy.

Already signed Sqr, and thanks for the info it is exactly what i needed. Even though i posted in the wrong section HAHA i am a NOOB lol.
 
When you by the stripped lower, it will already be registered, and will be transferred to you like any other restricted firearm. You are supposed to notify the CFP if the receiver becomes capable of being fired - updating the registration. This is when the call to the nice lady comes in, as described by Sqr.
 
When first purchased it will only be registered as a receiver and must be reclassified no later then 30 days after being modified with the capability of firing ammunition.
