Building A .223 semi? Need help

I was wondering what would be the best gun in .223 for my needs. I need A semi and I am wondering who makes A semi that would shoot 2" groups at 200 yards. Any ideas on what I could use? I have a price range of $2000< so not looking to pour alot of money into it. I was thinking of A Browning Bar or something similar any one have an Idea ?
 
Probably going to be an AR-type rifle; have you looking into the Remington R-15? Wolverine Supplies has them listed and they come up on EE from time to time.

I'm not sure if it's sub MOA but since all you'd need to buy after the rifle would be glass and rings it would leave you some money for a single-stage reloading setup.

What exactly are you looking for the rifle to do? Is it for punching paper or hunting?

If it needs to be non-restricted, for under 2K then I would look at a Ruger Mini 14 target.

If restricted is fine, look at DPMS. They have lots of heavy barreled target options in 223 Not sure who carries them though. Also Remington has several options that may work for you and are available at lots of retailers.

As for guaranteeing 1MOA accuracy from a factory semi-auto.....hmmmmm. Not sure about that one. Many semi-auto rifles are capable of this but it may require hand loading. Of course hand loading is always a good thing so don't think of that as a negative.
