What model would I buy to get a bolt and action? I would think a barrel swap would be essential, so the barrel on the purchased rifle would be of no consequence, unless remington has a very high quality 223 heavy barrel on a stock rifle. Same thinking on the trigger. Ultimately I want this in an AICS stock.

Buy and SPS or do like me and put the word out for a used Rem 700 with a 223 boltface. Who cares then waht the stock or barrel looks like. The action will be trued up and can be re-blued if required (hot bluing).

If you are shelling out coin for an AI stock do yourself a favor and get a Remmy action and have a 223 match barrel spun on it. Lots of smiths carry just the action with a 223 boltface. Then have them true it up and spin on a barrel. On a budget you could put a nice Shilen trigger in it if you don't want the one it comes with.
Your not doing yourself any favors putting a factory barrel in an AI stock, pretty expensive rifle to shoot no better than a $500 SPS.

Any Remington 700 action is a repeater action. The differences in actions would be length and finish. A 223 would be short action, small bolt fact. The finishes would be blued or stainless. Maybe other finishes but thats the only difference.

Something else to consider would be another action. Tikka or a Howa and probably don't have to rebarrel for a while as they shoot good from the get go. I mention these because you can get an AI stock for them now. Just a thought as there are other options out there.

There are lots of options when it comes to stock and bottom metal options on the Remington 700. Google is your friend.
For .223 personally I'd look at a 5R, Police etc and just have the stock inletted for a detachable mag system using AI mags.
If you are stuck on the AI stock (I really like mine so far, but I've only had it for a couple weeks), pick a rifle in .223 that you like the finish on (stainless, polished blued, matte blued etc) and drop it in. Personally I'd shoot the factory barrel for a while first and see what you can get out of it. No sense tossing it if its a decent shooter, though it depends what you're going to use the rifle for.

I am on the exact same route as you are.
SPS tactical was what I wanted but I found a bran new VTR 223 for the same price. I will shoot the gun in is original configuration before doing a barrel and stock upgrade.
