Surplus powder from Higginson's and Armscor bullets combined with bulk purchased primers should get you real close. Not sure if any of the vendors here are offering bulk purchases of bullets, but that may get the prices down further.
WC-735 powder $119 + tax/shipping = ~$75 per 1000
Armscor Bullets ~$130
Primers ~$30
Brass ~$free
The total above is around $235 plus or minus.
If you can't afford to get into reloading on your own, get a couple of shooting buddys together and pitch in for equipment and components - you'll be suprised how fast it all pays for itself...and you'll likely be kicking yourself for not doing it sooner....
