Bull Pup a Shotgun? Legal?

OK, so its well known that one cannot convert an SKS into a bullpup using a kit.
However, I was doing some looking into remington 870 accessories and came across a bullpup kit for it.

Anyone know if this is illegal?
 
does the law state that it has to do with the weapon being able to fire without the stock or something? The bull pup shotgun kit requires a complete rebuild with the pump etc being completely reconfigured.

Yes, the stock must be an integral part of the action/receiver for it to be exempt. If you are converting an existing shotgun I doubt it will fly.
