I'm guessing it's because of the situation, you have, the very tapered bullets are getting stuck in the nose punch, because you're putting a LOT of pressure on them.

Check the fit of the Nose Punch, with the bullet tip. Also, make sure it's clean. I've had bullets stick in the seating die, because I had previously seated cast bullets, and got some bullet lube in there.

You're sposed to have all the cases trimmed to the same length, if you ARE Crimping. They should be, anyway, though.

are you using a flare tool?

Likely the soft lead nose of the RN sticking in the cone-shape of the spritzer style bullet seater. That's about all I can think of.

The seating plug may be holding on to the bullet because the case neck isn't getting enough friction from the bullets
short bearing surface.
The bullets may be a little undersized or the expander is a little oversize.
Try seating the bullet deeper.

Take out the seating stem and take one of the bullets to see how they fit together. You can grind the seating stem so it doesn't grab the bullet.

I suspect that you did not change the seating depth from the normal .30-30 bullets (150 or 170). When you tried seating the short bullets only a very short section was in the case mouth, if any. The bullet was jammed up into the seating plug and there was no case neck tension to bring it down.
If that is the case, you don't need to do anything fancy with the seating plug. Screw it down so that the bullet enters the case neck a few tenths of an inch, and it should stay in place while you sort out the seating depth.

thanks al-sway that makes sense i didnt think to re adjust the die itself to accomadate for the shortness of the bullet ive made the hornady ones from 140 to 170 with the cannalure with no problem theres no cannalure on the sierra bullets so i just have to ply with some adjustments to get back on track thanks hound 13
