With the bolt open (or removed) you should be able to push it out with a ramrod or a stick of some sort from the muzzle end.deke said:It is in the chamber of a bolt action.

Take it to a gunsmith who has a stuck case remover. It is an extractor that fits completely around the rim of the case, and a sliding ram on a bar takes it out. Hammering on the bullet only swages the case in harder, by compressing the powder.
