Bullet touching and compressing powder in case

I'm trying to find what load shoots most accurately through my gun with two different powder brands so I loaded three different strength charges with each powder brand. I followed the Barnes loading book for the barnes bullets I'm using.

I loaded them from the lowest power charge up to .5 of a grain under Barnes' max power charge.
When I got to the highest power charge I noticed that the bullet was touching and pressing down the powder in the case when it was being pressed in.

Is this normal for the bullet to be contacting the powder on the hotter loads?

I have the Barnes reloading manual #4 and can't see any "c"'s yon any of the loads for a bunch of calibers I just looked through but there is a column that says "load density" in %
Would that mean that a load density of over 100% be a compressed load?
 
I just searched through the Barnes website on their FAQ section and found someone asking a similar questions about their compressed loads and this is what Barnes says about it:
"Some of our loads may be compressed, and not necessarily be listed that way. However, even these compressed loads create no more than max SAAMI pressure and remain safe. If you feel uncomfortable shooting a compressed load, we would suggest choosing a faster-burning powder on the list."

So I guess I'm good to go.
