They are only to give a "ballpark" idea of where these powders stand in relation to one another.
Depending on whose chart you are looking at, the positions change a bit.
They also change, depending on which chambering you happen to be loading for.
Burn rate charts should never be used to calculate loading charges, obviously.

The burn rates are established by what is known as a "closed bomb" test.
Smokeless powders are known as progressive burning, which implies that
the burn rate is somewhat dependent on pressures.
Therefore an open air test would be rather meaningless.
FWIW, certain powders leave a fair amount of residue behind unless pressures
are well up there.
Some pistol numbers blow out unburned powder granules unless pressures are sufficient and they have a solid crimp
