Burris E3 reticle holdover hash mark

I have a Burris 3x12x56mm SPF - 30mm tube with the E3 reticle and was looking for clarification on the holdover hash marks.

I have the rifle sighted in at 100yrds and the 3 lower hash marks are for 200,300,and 400 yards respectively. Buddy and I were discussing and he thinks the hash marks are only accurate at full zoom (12x). I’m more confused with the more I read so I thought to bring the question here.
 
He is correct. It's a second focal plane reticle so the subtensions in the reticle will only be correct at one magnification level. On Burris Fullfield IV scopes, it'll be at max power.

If you follow the reticle analysis tab, you can choose your scope, reticle, caliber, ammo or hand load, etc to get more precision as well as get values for the hash marks at different zoom values.
