Burris rings

Just mounted Zeiss Conquest 3-9 and had to use all the windage to the right to get my shot zero'd in at 100 yards.
Im using Burris Sig Zee rings with the inserts. Is this an issue with the scope, mounts or something else?
Im thinking of getting Leupold std. bases with windage adjustment but dont like the idea of dropping another $80 on bases and rings.
Any suggestions??

Could be mounts, or the receiver not drilled square. I had to use some Weaver mounts on my 6mmBR until my Leupold bases arrived, and I ran into the same situation. After 1/2 hour of lapping, I had two clicks left with the windage adjusted. When I installed the scope with the Leupold bases and rings, and centered the rear ring in the windage screws, the scope was almost perfectly aligned with the scope windage set at the middle of it's adjustment range. Almost no lapping was required. Obviously the Weaver mounts or rings were the culprit in my case.
 
My reciever holes look to be in line, just by me eyeballing it. I think Im gonna try the Leupold std. bases as use the windage off that and get some Burris Sig zee rings with inserts. Should fix the problem. Any chance it could be the scope??

Got reading on Burris and they have the Burris Posi-lign inserts for the rings I have and I can get an extra 20"s using these. That will easily allow me to have me windage on the scope set in the middle and be on at 100 yards.
 
If the clicks are 1/8" instead of 1/4", you might only have 50% of the adjustment. If so, it's probably not the scope and you need a different set of R&B's.

clicks are 1/4", I think it may be that the holes are off center ever so slightly and need to compensate for this.
I could send the rifle back but it shot bug holes at the rane and took the head off a crow at 168 yards. Never had a Remington shoot this good :D Im shocked.
 
Well I was looking closer at this Conquest and see that the elevation turret does not sit flat as you turn it. It also look like its sitting on the scope on a slant. Its the turret on the right hand. Is this how it is supposed to be?
