I'm looking for a Canadian company that makes leather cartridge holders (buttstock) for my lever action rifle. Can anyone point me the right direction?

There was a CGN member making them... did a really nice job, but I don't remember his handle... maybe somebody else will chime in.

The gun store in gp carries nice leather ones made by a guy in Edmonton, you could try phone them and see if they ship. The one for my 450bm scout was about 80$

If you are referring to Barton's Big Country, yes they ship and are absolutely great to deal with.
I wish they were a site sponsor.
I guess as busy as they are they don't need any promoetin.

There is a fella that was making them on outdoorsmenforum I think he went by the moniker coho911 or something, he was making holsters for mare's legs and stuff as well.

Just remember to take your ammunition out of leather if not in use. Some leather tanning chemicals have bad reaction to brass, especially if it gets damp.

Big Guy Sports in Whitecourt,AB also has several of those handmade leather shell holders on the shelf,as well as holsters/scabbards etc in several styles from pistols to long rifles,Mares Legs etc......perhaps made by the same guy that supplies Barton's,I couldn't say??Regardless, they are some of the nicest quality leather goods I've seen and reasonably priced, and I've looked at quite a few last few years looking for a holster for my Ranch Hand that didn't cost as much as the gun itself!
If I hadn't already bought a nice nylon scabbard for my RRH which I'm quite happy with,I'd swipe the card on of these for sure.

Would this be an ITAR controlled item?

I'd like to order one from the States and have it delivered to Washington so I can go pick it up. Will save a lot on shipping.

mate i used one for a while, on my kimber 708, then i took it off a year or so later, an used on a ruger 1 303...... my bullets kept coming out, weather it was because of brushin on my leg or what im not 100% but im not too much of a Fan of them.... of course... Whilst new an tight.... very good.!

It's because leather stretches to whatever diameter you push into it - .303 tapers from .460" at the rim to .401" at the shoulder,
7-08 is .470" at the rim to .454" at the shoulder (based on a quick google search). You cannot move down in diameter from 7-08 to .303 and expect it to hold tight, you could go up from 7-08 to 7mm mag and it would work just fine.
