What would be the process for one who doesn't have 12-3 or 12-5 status but who wanted to buy a prohib USGI M14 to have it stripped of all it's goodies by a gunsmith?
Yes but as soon as you show any interest in a prohib M14 as I have suddenly they are worth $1800. I paid $700 for my TRW back in the day. I want one to put in the safe. Not all of them should be organ doners in my opinion.

Oh, believe me I'd much rather none of them be organ donors but I'd also rather buy all the 'organs' off one and save em for an LRB build than see that rifle never fired again. Unfortunately I highly doubt our gun laws will get less retarded as time progresses...
Why start a build with used parts? Yes I realize they can be checked for wear but a new receiver should get a new barrel, bolt and all the trimmings. You don't put a new chain on old sprockets.

Or, pay for the rifle, arrange to have the receiver chopped up; the destruction of the receiver will have to be verified.
Why don't you just ask the seller to sell you those parts and have him turn in the receiver.
Aside from the barrel, everything should be reasonably easy to strip.
