Several guys recommend building a rifle vs. buying, and most seem to recommend a Savage/Stevens action. Can a person buy a Savage action alone? if so, where? I have 2 Mausers that i could sacrifice to build a target 223 - a Swedish 96 and a Spanish 98. Would these be any good?
 
If you are going to build a custom rifle forget the Savage and Stevens and the Mausers as well. For a few hundreds more you can have a much better action.
 
you can also get actions from other places. Depends on how much you want to spend.

For example Robertson Composites (here in Ottawa) has Barnards and Stillers and I believe wolverine carries some including Badger Ord actions. Their are many other places out there, keep looking and you will find them.

Another option is to keep it Canadian and buy local.

Most think of using a generic Stevens or Savage hunting rifle as the base. They sell of the various parts they don't use and end up with an action for a $200 to $300 in net costs.

Spin on a barrel and have at it.

Trigger and stock options will determine if you start with a Savage or Stevens.

Your other choice is a Rem. 700 action and a prefit barrel from Mystic, or have a good barrel fitted by a GOOD gunsmith. It depends on your budget as the Rem. and Savage actions can be had for $400, upper end actions can be $1500 or more when you add the trigger and bottom metal(maybe more).
