I ordered a YHM Diamond handguard off of brownells ($125), checkout, pay, have the shipping address set to my P.O. box in New York and planned to go over one day and pick it up. I just got an email from brownells:
"Dear Customer:
The order you have just placed is considered to be an export or a potential export by our U.S. State and U.S. Commerce Departments. This specific situation is when an international based customer orders a product and has it shipped within the United States. This is a “red-flag” situation and we are directed by both State and Commerce Departments to treat this transaction as an export.
Brownells has an obligation to monitor our shipments for a direct export and indirect export. Ordering from an international location and shipping domestically is a red-flag indicating an indirect export could happen, e.g., you ship to a friend’s house, fly over, pick it up, and take it across the border back home. This is an export of controlled firearms and Brownells is held liable in such situations. The process to follow at this moment is to get an export license so these things can be handed to you or shipped directly to you or we cancel the order of regulated items.

I didnt think that a handguard would need an export licence? They sent me 3 forms to fill out and a file explaining every single regulation that is very confusing. Does anyone know what would be involved in still getting the handguard or is it just better to cancel my order and look somewhere else? Any help is appreciated.
