Hey fellas.
I have one simple question:

I recieved my RPAL a couple months ago and got membership into a gun club yesterday. Can I buy a restricted right now with my RPAL and membership card or do need to wait for a confirmation from the guberment etc.

Remember I am in Manitoba.

Keep in mind this is just for my first one, I know I need an RPAL and a membership to buy, but is the membership card enough, or does the gun club have to notify the gov. that I`m know part of their club...

To restate the question:

I am in Manitoba.
I have my RPAL.
I bought my club membership and got a membership card yesterday.
If I go to the store tommorow, can I buy a restricted.

You can buy anytime, but you need to have it registered into your name that could take 1-2 days or more, then you need to apply to the CFO for a SATT to bring it home, then you'll need an ATT to be able to bring it to your range to shoot.
At least that's how it is in Ontario pretty sure same procedure for you. I believe there is a thread on this somewhere here.

I'm just getting back into handgun and renewed my ATT for the first time in yonks just last week. It was enough to give them my PAL number and fax in a copy of my membership card after talking to them on the phone. They have the record of my pistol, naturally.

From what I remember from my RPAL test, I believe the instructor said you can take the gun home the same day, but I may be misremembering.

That's certainly the case with non-restricted firearms.
For Restricted the ownership has to be transferred from the store to you, so they have to send paperwork to your CFO office to accomplish that. Until the transfer is complete you can't take the gun home from the store. You need a short term ATT to transport from the store to your home (good for only that trip) then a long term ATT to transport between your home and the range, hence the reason you need proof of a range membership, a LTATT is good for 5 years.
Hopefully the Manitoba CFO office is processing transfers quickly, in BC you can wait anywhere from 2 to 6 weeks right now :p

Yes I believe he (the instructor) said it would take something like 15 minutes to get the temp ATT, again I could be wrong.

The temp ATT doesn't take long to issue but its a ONE time use only, from store to your home then you can practice dry fire and reloading until your ATT comes in, normally the range you shoot at will send those in for you.

Still waiting for an answer on the original question, but the additional info has been enlightening.

You can go into a store tomorrow and purchase a restricted firearm. The business you are purchasing from with call or fax in the change for the registration to have it changed to your name while this is b.eing done you can call the Manitoba CFO and let them know your waiting at the store to take possession and that you need a temp att and they fax it out with the transfer papers right to the store for you. When you apply for a LTATT you will need to fax in a copy of your gun club membership.

If you like you can give me a call and I can explain the process to you...but in a nutshell..

Sgfa does not notify anyone, you do, you will fax your sgfa range membership to the local CFO office along with a copy of your pal etc and request they update your file. You will fax to - 204-984-0670 .

The girls here in the mb office are quite nice and will work as quickly as they can...15 minutes for an ATT is about right...I'd say about a minute is the norm...but note, this is not the the transfer time which is usually 1 full business day.

Yes, you can go into a store and buy a restricted..

I have bought several restricted firearms in MB. One just before x-mas 2012. It took a couple days to process. When I phoned to request my transfer papers to take it home from the shop, I also requested temporary papers to go to the range. They faxed everything at once. The permanant papers came about a week later. If they had not been so busy I could have got it sooner. They were very good
RE range membership. the dealer provided that information to the CFO
I hope that helps
