Buying on the EE

I've got my restricted & am looking to buy my first pistol on the EE.
What is the protocol for this? Because it would be coming in the mail I wouldn't need an ATT correct?
There is a club close to the house that I plan on joining, so would obviously get an ATT after, but I am away at work & would like to have the gun waiting for me when I get home.

How do you provide proof of membership?

If you buy off the EE, you provide your PAL.
You don't need to have a Club Membership to purchase a Restricted Firearm.
Membership in a Club provides you with an ATT.

Never been asked for proof of membership to a club (have been asked if I'm a shooter or collector). I'm sure there are lots of owners who don't belong to a club.

My understanding is that to purchase and shoot restricted, you need to show membership to CFO (faxed mine to them). Otherwise you are a collector and cannot transport for shooting.
 
Wouldn't it be possible to purchase the gun & just keep it at the house for now, then join the club when I get home & work on getting the ATT?

Well here is the scoop, it is not illegal for you to purchase and own a handgun if you do not belong to a club and you have your RPAL, but the CFC and powers in charge don't understand what would you need a handgun for if you don't belong to a club? There is no reason for you to have one of these weapons, as it is illegal in this country to shoot an intruder until after he has shot you. So you don't belong to a club,therefore there is no place or reason for you to shoot it,therefore the CFC and CFO will probably not approve the purchase.
 
Fair enough. So when purchasing a used handgun do I need to send in a permission form first, or can they disapprove the purchase after it has been made?
Who is responsible for changing the guns registration; the buyer or the seller?

Either Seller or Buyer may initiate a transfer. Call 1-800-731-4000 and initiate a transfer. If the transfer is for a restricted firearm or for a prohibited firearm the Buyer will be asked the purpose for which the firearm is being acquired. If the response is "target-shooting", the Buyer will be asked the name of the shooting club of which the Buyer is a member. Before anything is approved the facts will be checked at multiple layers of government. If your name is not on the list the process will grind to a halt until your name is on an approved shooting club's regular membership list.

Bottom line? Get your CFSC test ASAP. Get your CRFSC test ASAP. Get your PAL with a restricted endorsement ASAP. Join an approved shooting club ASAP.

When you have done all of that, a club member, with PAL in hand, when you call 1-800-731-4000 concerning a transfer they will already know who you are.

Not quite, you MUST HAVE A REASON to own a restricted firearm.

There are only 3 legal reasons you can own a restricted firearm, all spelled out in the Firearms Act, Section 28 . http://laws.justice.gc.ca/eng/F-11.6/index.html

Permitted purposes

28. A chief firearms officer may approve the transfer to an individual of a restricted firearm or a handgun referred to in subsection 12(6.1) (pre-December 1, 1998 handguns) only if the chief firearms officer is satisfied

(a) that the individual needs the restricted firearm or handgun
(i) to protect the life of that individual or of other individuals, or
(ii) for use in connection with his or her lawful profession or occupation; or
(b) that the purpose for which the individual wishes to acquire the restricted firearm or handgun is
(i) for use in target practice, or a target shooting competition, under conditions specified in an authorization to transport or under the auspices of a shooting club or shooting range that is approved under section 29, or
(ii) to form part of a gun collection of the individual, in the case of an individual who satisfies the criteria described in section 30.

So that means

  1. Personal protection, which is almost impossible to get, wilderness protection is available but you have to have an occupation in the wilderness that requires it, and still jump through hoops, or you require it as part of your profession (armed security guard)
  2. Target shooting
  3. Collecting.

Most provinces now make you "prove" you are a bonafide collector by means of a "test". Also spelled out in the Firearms Act, Section 30

The criteria referred to in subparagraph 28(b)(ii) are that the individual

(a) has knowledge of the historical, technological or scientific characteristics that relate or distinguish the restricted firearms or handguns that he or she possesses;

(b) has consented to the periodic inspection, conducted in a reasonable manner, of the premises in which the restricted firearms or handguns are to be kept; and

(c) has complied with such other requirements as are prescribed respecting knowledge, secure storage and the keeping of records in respect of restricted firearms or handguns.

I downloaded the ATT form & see that it is very specific as to where you can travel. Is it possible to get "blanket coverage" for an area? I live in Red Deer but would like to go out to Rocky, Olds, Calgary, etc to shoot as well. Seems like a pain to fill out a temporary each time!

The Alberta CFO should give you coverage for all approved shooting ranges in the province. I had one of my restricted transfers delayed because I did not have a valid range membership in AB yet even though I already own restricted firearms.

There is a meeting of the Red Deer Shooting Sports Association tonight at 7:30 P.M. where you can purchase a membership for their club. It is at the Badger Daylighting building near the Holiday Inn on 67th. Street.

In Alberta your ATT will be filled out while you are on the phone with the CFO's office and they will fax or email it to you when it is issued. Mine took maybe 30 minutes after talking to them for the transfer. They approved the transfer and did a temp ATT and LTATT all during the same phone call. You will need to provide proof of range membership before they will approve the transfer.

Your ATT will say "to all approved ranges, gunsmiths and border crossings in Alberta", so you can legally transport to any restricted approved range in the province without needing a temp ATT or an invitation to shoot at the range.

You didn't say which club you are looking at, but the Olds club (Mountainview Marksman's Association) is only 35 minutes or so down the road from you and is a great facility at a great price.

Unfortunately I am out of the country so won't be making that meeting! I'll check one out when I get home though.

I am going to join the Red Deer Fish & Game association, as they have an indoor pistol range 5 minutes from the house, as well as a good sized outdoor range. I will also join the RD Shooting Sports club in the summer. I want to do both target & action shooting.

The Olds club looks good as well. Hopefully I'll get the chance to shoot some events there.
