A friend with his restricted PAL went into Cabelas and wanted to purchase a handgun.After selecting the one he wanted was told he had to be a member of a gun club to purchase it! What business is that of theirs? He walked out PO'ed at the arrogance of the counter staff...what is the Federal law?.......Harold

The Federal law doesn't require it. But it does give the CFOs authority which can be abused to the extent of making it practically necessary. You may be in a province that has a CFO that pushes it. Go along to get along, or be prepared for a long time without restricted guns while you work the system to force your CFO to comply with the letter of the law.
Your friend may have misconstrued the Outfitter. Nothing to do with Cabela's. Is it Federal law? No, but as TheTooner has pointed out it is the CFO policy to require a range/club membership before approving the transfer. Your friend can fight it but be prepared to take the CFO to court. Have fun.
I can see a large retailer in multiple provinces with various policies regarding restricted and range membership to set corporate policy along with the most restrictive government policy for ease of training and avoiding retail hastle. I don't agree with it completely but I can appreciate it as a business policy. Honestly if I were CEO I'd probably do something similar when it comes to company interest.
When I first got back into handguns about 10 yrs ago I started the registration process, and the first thing I was asked was what club I belonged to. This was the rcmp not the cfo. At that time if I recall, you could say you were in the process of finding a club, but I do know a guy that said that and the rcmp actually followed up on it a few months later. So don't blame Cabela's, if you aren't a member the powers that be in Miramichi won't even begin the process of registering. Once you are in the system, the gov't knows where you are a member, but the individual stores don't have that info
I needed to send a fax of my handgun club to the CFO to complete the transfer of my first handgun in SASK. The counter guys at Cabelas were very helpful with the paperwork and sent everything in for me but the membership since I didn't have it on me.
