It's a movie, a fictional movie, set in Chicago, shot on a 'second unit', but still produced by Hollywood types. I, too, was disappointed with the misrepresentation of the Illinois licensing process (and it's delays) and the ATF (registered transferable machine gun) registration process (and it's delays). But since when do we expect realism from a "Hollywood movie"?
