I have a thin jacket cover I use. Damned thing was almost as expensive as a full jacket. Wife bought it for me, works well.

Almost certainly you are within range of an army surplus store and can find something cheap that meets your need.
Having said that, most camouflage clothing specifically desgned for hunting has a lot of advantages for hunters. Most of it is waterproof and windproof, but still "breathes" so you don't sweat to death. Many garments have fleece or other exterior fabrics that are quiet, so you don't spook the game when you raise a gun or draw a bow. Some have scent suppression technology. All of them have a specific camo pattern to match the type of terrain you hunt. So myself I do spend the extra bucks to have hunting camo.
But if you just need an exterior camo garment, army surplus is your friend.

Yes, there are plenty of cover-up clothes you may put over your camo.
