I was thinking of buying 30-06 Lapua brass and sizing it to 280 rem and then fireforming to a 280 ackley is this possible? and or recommended considering there is Nosler brass already formed?

30-06 brass is about .090 short on the shoulder compared to .280 rem, even if you could get it fireformed it's going to be too short overall.
Just go with new Nosler or fireform factory 280 brass IMO.
if you don't want the expence of 280ai brass just use win 280 brass with a full power load. it will form nicely and in my 280ai its quite acurate as well.
