Can a 6.5 cr be rechambered to 6.5prc?

You'll need a new bolt, the 6.5PRC needs a bolt face of .540 versus .470 of the Creedmoor.

As for the barrel, it depends on the contour, how big the shank is.

Generally, except for oddball or rare cartridges/rifles, getting a new barrel is preferred over re-chambering an existing one.
 
My guess is yes... but I would advise setting the barrel back at least the length of the neck so you get a new neck and throat.

Bolt face will need adjustment and feeding may be an issue that needs solving. You can determine that now with a prc cartridge or two in your magazine. Will they "pop up?"
 
If it's an action where the same action size is used for .473" cartridges and magnums, then yes. Savage 10, Remington 700 wouldn't be a problem. Kimbers use a smaller action diameter for the smaller cartridges so that would be a no. Howa 1500 would work, I think.

The PRC has more body diameter than a belted magnum but less than the short magnums. On a centerfeed Savage, you could swap the bolt head and magazine and be on your way with the new chamber. On most other actions w/o separate bolt heads, you'd need either a new bolt or time-consuming ($$) machine work on the bolt. Remington 700 bolt would require converting to a different style extractor as part of the bolt face modification. Howa 1500 looks pretty easy to open the bolt face IIRC but I don't own one to check right now.
