Can a 9x17 pistol be modified

Just change it to .380 :D :D :D really really easy... I'll say at no cost at all.

9x18 uses a .364" diameter bullet, where 380 (also called 9x17) uses .355" diameter.

It would require a new barrel, plus a heavier recoil spring.

If you want to shoot hot 380 loads, you need a heavier recoil spring. The spring is the only thing slowing recoil of the slide. The hotter the load, the more the slide pounds the frame at the end of its cycle.
 
A 380 that locks up can shot hot loads. A blow back action would get beat up pretty fast. have a broken one on my desk at this instant. broke last night with hot loads that are almost mild in my Star.
