Is it possible to make a bolt face smaller? I have an ultra mag and am considering switching calibers. I would think some precision welding of some sort then re-machine/square bolt face to new dimension?
you can switch to a regular belted mag like a 7mm Rem Mag or a 300 Win Mag, or a 257 Wtby etc. without changing the bolt face...what cartridge did you have in mind?
Yes you can sleeve some bolt faces down, but it can be trickier and more costly then getting a spare bolt with the right face and fitting it to the gun.

The Remington Ultra Mags require a standard magnum boltface... they are just a large magnum case with no belt... but they use the same boltface as any standard magnum case.
What kind of gun are we talking about here? (AFAIK only Remington chambers for the RUM so far) It's possible to replace the entire bolt head on a Savage for about $50-70
The RUM's are plain straight overkill in the 7mm and .300 bores which means tons of blast, barrel heat, powder consumed, and recoil. I support his swap, the only RUM's I like are the .338 and .375 (had the latter).
Remington bolts are one-piece machind. You'd need to replace the entire bolt and have it fitted. Probably cost prohibitive, you could probably get a whole new 700 action for about the same. (a 700 sps, and part out the barrel and stock, and maybe even the factory trigger. A model 700 action for maybe $300)
