No. Transfers of handguns to individuals are now prohibited, with a couple of very specific exemptions (Olympic pistol shooters, people who need them for their occupations I think? Stuff like that. Not collectors).
 
I know exactly what is involved, tax forms, city or RM permits, business licences,
alarm systems, etc.
Have you done it? Not hard takes some effort and time.
Would a new dealer be licenced for handguns now? I don't know.
Could depend on the local CFO, as they are the one signing off on licences.

I was a dealer and licenced gunsmith, for 30 yrs , just retired a couple of yrs ago, (too soon) but heart problems, and tired.

in Ontario,anyways dealers can still trade in handguns,there were a lot of guys becoming dealers,but now that a lot of people see turdo and his libtards sinking faster that the titanic,some are holding off until the elections,and waiting for PP to reverse all this crap.home based business are permited,alarms is easy,the only thing that takes time is the CFO,they take their time,

Been away for a bit, and out of touch with latest CFO's as they are all new fellows, Had a good relationship with a couple of them over the years.
I remember when C68 came in , the new firearms officers where a out in the dark as everyone . I remember doing a Edmonton show at that time.
What a S.show that was, doing a few handgun transfers, faxes at that time ( that did not work).
J.T. shore has screwed up this whole industry. Mind you Allan Rock had the first kick at this can.
What is really strange , We can sell FA to collectors, but not a single shot pistol.

A collector or a target shooter, it's all the same thing regarding handguns, don't make any difference , other then a collector don't need a range membership for transfers.
