Thats the problems..there is no ´agreed on free shipping’…at time of purchase.
With the long transfer delays, my guess is the ‘shipping will be established at time of shipping » is more likely the scenario. It may also like ‘dealer reserve the right to change shipping policy anytime’.
The OP should go read or see what the clauses said at the time of buying.
I am sure there is more of this story than just the OP’s position and sayings.
That kind of stuff should be done over the phone with the dealer..he will not achieve anything here in my views.

I am in a good mood, so let's summarize:
The shipping cost will be determined at the time of order. Have you ever ordered online?
Before you could decide which shipping company to use when placing an order with Tenda. Now it only gives you 3 options, all with UPS.
1. Pay the rate displayed without insurance.
2. Chose free shipping - applies to orders above $300 - But they are not able to display if your order goes to a remote location since UPS only serves certain areas, unlike Canada Post, so UPS hands it over to another carrier - which you have to pay after Tenda contacts you with the costs after you ordered.
3. Add shipping insurance to 1. or 2. - actually very cheap at $1/$100.
I assume the following happened here:
The customer ordered a handgun and chose Canada Post as shipper. He is in a remote location and now Tenda can only ship via UPS, wants the customer to pay.
Tenda's edge is really the free shipping. Luckily I am in a location which is fully serviced by UPS, so everything above $300 is free shipping, amazing deals.
Saves you a lot of money.
Unfortunately Tenda is unable to offer a seamless transition.
They should just fulfill their transition orders (which we have here) as per agreement plus incorporate a computer solution for remote customers together with UPS.
I have dealt with Tenda before, I still order ammo, the rest they can keep.
