Can anyone identify this revolver?

This revolver belongs to a friend of mine from Romania, he has owned it for many years, but he does not know what it is; apparently the markings are not very well visible. He says the caliber is 9mm and that there is some writing in English(?)
I am thinking, Belgian 9mm(pinfire) Lefaucheux.

The Belgians pumped out thousands of these revolvers. They are cool and you can make casings for them, ask Mooncoon. Some were used in the American Civil War.

The thing is...the guy is willing to let me have the revolver , and I am thinking to import it to Canada.
I am assuming it would not be a big deal, since it is probably an antique?
What does the import process require?

If I recall, you have to register it, import it, then de-register it? Probably Dingus will set me straight on that though...

Realistically though, looking like that, he could probably just mail it to you.
