Can anyone identify this scat (found in kids playground/residential park)

I lived just north of Barrie on 160 acres for years ... replete with coyotes howling most nights throughout the seasons. And have shot more than I care to count.
Coyote scat, just as shown, was often found in the pastures, not so far from the barn, and you'd be surprised just how fast the numbers of our barn cats would change over a year or so.
It was also surprising too, to see the amount of apples the coyotes have trouble digesting in the winter months ! The owl pellets I have found were more compact than the OP's photo shows and the mass was not as great. To my knowledge, both cougars and fishers (another local domestic/feral cat predator) bury their scat.

I'll vote cougar ...

Depends on the cat.

Cats that grow up in coyote territory learn to stick close to safe terrain. Cats that don't stay close to safe terrain when a coyote shows up become dinner, and coyotes are very good at finding those cats.
