every store i have bought powder at has asked for a drivers liscense, be it smokeless or black powder your name and lisc. number go's in the book....
no permit is required to reload in any way shape or form but i fear its a loop hole that will be closed up within the next couple year's "just because", making prescribed antique shooting as much fun as trying to get a prohib ATT.
your christmas wish list should include a good caliper for case and COL measuring.... if you cant measure a fired case or Compleat Overall Length of a cartridge then having a dozen reloading manual's aint going to help you.
if your dad think's you wont make use of a full loading press setup then ask him for a LEE hand press or a LEE loader just to show him how easy it is... and there quite cheap.... LEE loader's sell for $35 but will only allow you to reload cases for the rifle that fired them.
